Moldova State Register Extract: how to get one (free vs official e-Extras)

What the State Register Extract Is

The State Register Extract is an official document issued by ASP (Public Services Agency) confirming the existence and current data of a legal entity — SRL, SA, sole proprietorship, NGO, etc. It is the company's "identity document", issued with a digital signature or ASP stamp.

For each company, the document contains:

  • Full name
  • IDNO and tax code
  • Legal form (SRL, SA, ÎI, etc.)
  • Registration date
  • Registered office
  • Share capital (subscribed and paid)
  • Shareholders and their ownership percentage
  • Director and their details
  • CAEM codes (primary and secondary)
  • Current status (active, suspended, in liquidation, deleted)
  • History of changes (on the full extract)

When You Need an Official Extract

An ASP digitally signed extract is needed in formal situations, when a free confirmation from a website isn't enough:

  • Opening a bank account — banks require an extract no older than 30 days
  • Signing large contracts — especially with public institutions or corporations
  • Participating in MTender / public procurement
  • Court proceedings — proof of existence and legal representation
  • Loan or leasing applications at a bank or financial institution
  • Sale/purchase of shares (documents for the notary)
  • Legalization at embassies for documents destined abroad
  • Investors or funds running official due diligence

How to Get an Official Extract: Three Methods

Method 1: e-Extras Online (recommended)

Steps:

  1. Go to e-Extras.gov.md or servicii.gov.md
  2. Authenticate with MPass (digital signature, MobiSign, or electronic ID)
  3. Select extract type (simple info vs. full with history)
  4. Enter IDNO or company name
  5. Pay online
  6. Download the digitally signed PDF

Method 2: Physically at an ASP Office

Time: 1-5 working days Cost: 100-500 MDL

Visit an ASP branch (Chisinau has several, every district has at least one), file the request, and wait. You get a paper extract with signature and stamp.

Used when:

  • You need a paper extract with original stamp
  • You don't have access to a digital signature
  • You want to ask someone about the data

Method 3: Through a Notary

Time: 1-3 days Cost: 200-600 MDL (includes notary fees)

If you're already at the notary for other paperwork (share sale, power of attorney, attestation), they can obtain the extract on your behalf. Convenient but pricier.

How Long the Extract Is Valid

The extract shows its issue date. In practice:

  • Banks require extracts no older than 30 days
  • Public procurement (MTender) — usually 30 days validity
  • Notaries — prefer an extract from the last month, sometimes accept up to 60 days
  • Court — depends on the procedure, but the 30-day rule is safe
  • Internal company use — valid for life, as long as the data hasn't changed

After 30-60 days, you need a new one for official use. That's why many wait until close to when they'll use it — if you get it three months ahead, it'll have expired.

Extract vs Registration Certificate vs License

Don't mix these up:

  • Registration certificate — single document issued at company formation. Not reissued (or very rarely, if lost). Not "updated" with later changes.
  • State register extract — current document reflecting current data and history. Available anytime.
  • License / permit — permission for specific activities (pharmacy, transport, food service). Unrelated to the state register.

When someone asks for "the certificate", they usually mean an updated extract — the registration certificate is outdated and doesn't reflect changes.

Frequently Asked Questions

Can I get an extract for a company that isn't mine?

Yes. State register data is public. Anyone can order an extract for any company by paying the fee. That's the whole point of a public register.

Does an extract for my own company cost more?

No, same cost. But some shareholders may be exempt from certain fees for accessing their own data (check on servicii.gov.md).

Can an extract be refused?

Rarely. Typical refusal: the company is in active liquidation and changes are being recorded — at that moment, the extract is temporarily blocked. Once changes finalize, it's available again.

Can I get a retroactive extract (how the company looked on a specific past date)?

Yes, through the full extract with history. It shows all changes and data, so reconstructing the situation on a given date is possible. For an officially dated snapshot from the past, request the full extract.

If the company is deleted, can I still get an extract?
